4th Axis Eccentric Part Problems

I am trying to make the part below. I wanted to use the 4th axis so I can drill the holes on the side and do the shape at the same time. I've tried every way I can think of to make this work.  I keep get errors when doing a 2d toolpath because it is eccentric, and when I try the turning toolpath I get this oddity where it cuts into the part. Has anyone got any ideas on what I am missing? or maybe there's a better way to go about this.

upload your file and someone can have a look.

 

pretty much the best way to do it is with rotary toolpath in the machining extension, but its not great at finishing shoulders, I havent worked that one out yet

Sure, I have attached the CAD. I tweaked it a bit and now it isn't cutting in but it is leaving this odd shoulder. I'm not sure what I'm doing wrong.
