Work Coordinate System WCS can't select stock face

trying to set my z,x on the stock face and edge like most tutorials show, but as I hover my mouse over the face of the z or the edge of my stock nothing happens

With a part like this, where there are no edges to select to define your X axis, you would be best served by sketching or modeling something to select. Your Stock would be a good candidate. You can then select it from the Stock Definition dropdown menu "From Solid"

With the Stock, you can select the Z and X axis quite easily.
