Why wont this post as arcs?

Attached is the file with the toolpath in question.

When posted each circle is defined as point to point rather than in g2 or g3 arcs.

Im using the fanuc post. I get about 700 lines of code. I really feel like this could be done in about 200.

Let me know what i'm missing to make this post each circle that steps down z as a g2.

smoothing is on. played with tolerancing and still not too much luck
