Why plunge move is at a rapid feedrate

I have a 3D Parallel toolpath.  The tool is plunging at a rapid feedrate instead of the plunge feedrate.  Is there a way to get the plunge to go at the plunge feedrate?  Is this a bug or am I misunderstanding the definition of a plunge move in this scenario?  See yellow vertical line in screenshot.  I also attached the F3D file.

Try "Always use high feed" and set up the Feedrate as you desire.
The Parallel Toolpath is actually more of a finishing Strategy.

"Always use high feedrate" was an improvement; at least it's not rapid.  I did find that making the Safe Distance larger worked best.   It would use the plunge feedrate during the safe distance move.
