Where do I set the feed rate in the pass tab?

It's not in the Passes tab, it's under the linking tab and by default will be rapid (G0) so no feedrate is specified. You can change it to Use High Feedrate Mode (G1) and specify a feedrate.

If you're using the free/personal version of Fusion, you won't be able to output rapid moves.
