Unable to "Arrange" bodies inside assemblies - why are components required?

Like many, I am very excited to try to the new Arrange and Manufacturing Model features. 

 

I am curious why I cannot arrange some bodies inside an assembly. Fusion seems to demand the bodies be inside a component, even though they are already in an Assembly. 

 

Warning: This body cannot be arranged because its parent has other child components that contain at least one body.

 

(Choosing bodies inside the same assembly that are sub-nested in a component works.)

 

If you drag select the bodies, the error is different (and sounds confusingly contradictory, since the selected body is indeed a leaf, and the first error is about the parent, not the leaf):

 

Warning: Not all selected objects will be arranged. Only "leaf" components can be arranged. (A leaf has no child components.)

 

I can of course make additional components to hold the bodies I want to machine, but just curious why the Manufacturing Model would require this.
