Unable to get Fusion to machine below a certain point on my model?

Need help solving why fusion will not machine below a certain level on my model? I have the stock set at the full height of the part in "set up". I have the heights for machining set, top of the model and the lower edge of the part. And I have the step down small enough for the mill to go below the stop line?  It's just kicking my butt.  Picture and file attached.

Its due to the fixture clearance value in the setup

You can either change it in the setup, Globally for all toolpaths or you can change it on a per toolpath basis by putting a negative value in the fixture in the Avoid/machine table

You can see if you put -.1 in there the total fixture clearance becomes .09....
