Turning - Profile Finishing with Button Tool - Gouges part in fillets similar to tool size

Trying to figure out what's going on with this one... I'm working on some small knobs for cabinetry and trying to finish the OD with a button tool.

 

It wants to drag straight through several stepped fillets in a straight line, violating the part:

Notice that it only does this on the larger fillets at the back, not the smaller ones at the front.

 

If I switch from a 3mm button to 2mm button, it does the same thing but with the other set of fillets instead, so I think it's something to do with the relationship between tool radius and fillet radius.:

In both cases if I set 0.1mm Stock to Leave, it machines the correct profile. That's fine in this case as my student won't notice a 0.1mm oversize knob, but I'd like to resolve the issue for next time.
