Troubles when writing the CAM for 3D Parallel - 1/4 ball end bit

Can anyone explain why my tool path dips into the holes from a previous tool path? I've tried "avoid touch surfaces", but it doesn't seem to work. See screen caps.

You will need to make a Patch to cover the holes. If you share your file, I'll whip up a ScreenCast walking you through the steps needed
