tool selection

I have some tools available in tool library T1(8mm diameter) and T2(3mm diameter). The STL file which has to machined has different holes of diameter 10mm and 4mm can fusion 360 detect the hole size and select the tool accordingly?

I dont believe from a STL file as it is just a bunch of triangles/edges and not a true circle.

That is correct, hole recognition will not work with STL files.
