Tool library no longer opening to "all"

for the last couple years of using fusion, when i open the tool library it defaults to "all" so i can easily search for tools. after the last update it defaults to the document library. does anyone know how to switch back so it defaults to all tools? I wrote to customer service and they did not help at all.

The Tool Library now defaults to the document library when you open it from the operation dialog by hitting 'Select'. If you open the Tool Library from the 'manage' button in the ribbon, it will open with 'All' tools showing. 

There's no way to change this behaviour at the moment. The change was made for two reasons:

1. The tool library loads slightly faster with the document library selected rather than 'All'.

2. We were finding there were some users who were repeatedly selecting the same tool from their library, causing several copies of the same tool to appear in the document library. By auto-selecting the document library, we hope to mitigate this issue somewhat.
