Tool Library Import/Export Failed Cloud Library

I wanted to know if it's possible to import a user generated tool library. I was thinking I could create a .json file with a library of tools and cutting data in from excel or something and import it in. I tried this but the tool I imported did not work with toolpaths. I think this could be down to the "GUID" field. Is there a way to import tools without GUIDs so that they will be assigned on import?

 

Anyway I then did some google searching and came across this excel method to import/export tools which is exactly what I'm after. However this doesn't seem to work for me and the new tool library. Perhaps this functionality is no longer possible? - see the link below.

Finally I've somehow created a failed cloud tool library. The library name is "tools" and is in red italics with no tools in it. I am unable to delete it. (Screenshot attached). Is there anyway I can remove this from my tool library?

I've been playing around with this a bit more today and have worked out the following.

 

I can go back to the old tool library and that allows me to delete the corrupt cloud library with no tools in it. 

 

I can still use excel to copy and paste and edit tools but I have to do this from local libraries in either the new or old tool library. The copy paste edit method in excel does not work in the cloud libraries. You can then just copy and paste from the local library to a cloud library.
