I noticed if you expand the tool display to a point where cutting data trash can moves down to the next line there's a point where the display judders. Screencast shows the problem. Note, screencast seems to have reduced the amount of judder.

Christopher Cooper@christopher.cooperVHK2N You might need to edit the height of the window as well. If the scrollbar is visible you don't see the problem. I can reproduce on Win8.1 and 10.
