The Fusion 360 tool library no longer includes drills for me
And here is what I get when I select the top level folder. Please let me know if you see something different.

I am showing only three drills in the Fusion 360 Library and they are from the Tutorial Tools (inch) sub-folder. Click on the indicated folder and see if you see them.

A bit of context; for the sake of Tool Library performance, we turned off the automatic loading of the library tools. Any library can be loaded, one just needs to right click on the library and select this:
