Roughing passes on a scallop surface?

Hi all, I'm new to using Fusion 360 and was hoping to get some help here. I have a convex surface that needs .25" removed but I don't see an option for roughing passes. I tried to add another scallop pass but I keep getting an error that there is an empty tool path. Is there any way around this?

Scallop is finishing strategy, but if you duplicate tool path, leave stock and use larger stepover,.... you can create roughing pass to fit the bill.
