Reorder to Minimise Tool Changes

I'm running a job just now where I'm running Op 1 in my G54 then Op 2 in my G55.  I can select both setups and post as a single program no problem.  Only issue is that the "Reorder to minimise tool changes" feature isn't working.  It has done on other similar setups I've done.

Does anyone have any suggestions?  I'm happy to share the file privately however would prefer not to post it publicly.

Without seeing the file, you can verify that there is tools that could be rearranged in their order without violating their place in that setup.

What is it doing? You mentioned its isn't working but i'm curious what behavior if any at all you are seeing by selecting it. More info may help get to the root of the problem.
