"Use Pecking" for boring operation on lathe

I'm struggling with chip build up on my boring bar.  I've tried enabling "use pecking" but apparently it is not working for me.  Is this a post processor issue? 

I've tried HAAS Generic Turing post and HAAS ST-15 post
