Pocket contours not doing full depth

I can't figure out why Fusion is being inconsistent and not contour cutting all the depths of one pocket before going to another.  It does it for most pockets but not all.  I've restarted, tried many operation selection choices and it keeps doing the same thing.

Any ideas out there?

Turn on "Preserve Order" in the Passes tab and it will 🙂

As to the "why", I'm 99% certain it's because on the offending pocket, the toolpaths are closer together than 2x the tool diameter (the web is .112"). If we turn on radial Stock to Leave of .02", it then proceeds to cut as one would expect. 

The other webs are .125, which puts us at 2x the tool diameter apart. Was that smaller web intentional?
