Machine over holes in flat operation does not entirely go over cavity creating incomplete toolpath

I'm using the flat operation to face my part because I cannot use the face operation because I require some containment and that option isn't available in the 2D face operation. I'm creating a mold with large cavities that take up most of my stock but I'd like to machine over them nonetheless. The flat operation sees this as unnecessary and so I must select the "machine over holes" options. The problem however is that it does not create a valid continuous toolpath no matter how large I set the limit for "machine over holes, even if the limit is greater than the size of my entire stock.

What I would like to do is to face the top of my part, with the exception of the 2 holes highlighted here, with tool containment inside boundary and I am unable to do that with the face operation because it doesn't provide the option for containment boundaries and the flat toolpath is glitching due to the cavity.

 

A very tedious and unnecessary workaround has been creating another piece of stock WITHOUT the cavities (but with geometry to select the holes I wish to avoid machining) and creating a new manufacturing setup.In that case the flat operation gives me the desireable toolpath.

Hole ≠ cavity in part. What you are showing are not holes, but cavities/voids.

Holes = cylindrical features

 

The easiest thing would be to make a patch surface and include that in your toolpath "Model" selection

Thank you for the clarificatiom. A patch may be easier and quicker than creating a new stock model. It still requires creating additional geometry though, is there no solution for this through the menu of any toolpath without having to resort to new geometry?
