Lead In/Lead out and Keep tool down

Most of our cuts are multiple passes and multiple depths.  Is there a way to create a single lead In/Out for the entire machining operation? 

 IT seems every time I create lead in/out it does it for every pass despite selecting the "keep tool down" .

  Which leads me to this question, how do I set the "keep tool down" value for the entire operation and not a distance?

This varies a lot by toolpath. If you can share at least a screenshot (preferably a part file that exhibits the behavior) we can help better.
