How do I move local tools to the cloud library?

I feel like I'm missing something obvious. Apologies if that's the case. How do I move a tool I've created in a local library to the cloud library? Copy and paste doesn't work. I don't see a way to export and import. I can't even create new tools in the cloud library. All the toolbar icons that would seem to do that are dimmed. 

E: I should add that I've enabled Cloud Libraries in Manufacture Settings.

It looks like you have no libraries created in the Cloud yet

right click and create a new Library

Then you can copy tools across
