Flat toolpath disregards stepover value

Trying to get rid of some cusps after running that toolpath. Now I'm finding out those cusps exist because the stepover created by the Flat strategy disregarded the fact that my stepover value was 20 thou less than the diameter and probably just made the stepover the same diameter of the end mill.

It's not until programming a stepover less than half the diameter of the end mill does the stepover actually change:
