Fillet adaptive roughing

In 3D adaptive roughing there is this option.

Who can explain the option "Fillets - Fillet radius" to me

Is it to set the max fillet?

For example

I use a roughing tool with a R1 radius

But want to finish the part with R3. So once I set the adaptive roughing tool with fillet option enabled to 3mm. Wouldn't the roughing op with R1 remove any excess material the finishing tool (r3) won't reach?
