Fanuc B-Axis offset issue

Need some post help. I am trying to get the fusion 360 software to change the work offset "P" number for every B-axis rotation when I change tool orientation. Even enabling multiple work offsets in the setup isn't working.  

Currently I have been having to hand modify the programs to make them work. I have the post spitting out the programs almost how I like them but this one has me stumped. I am by no means a post guru like some of you guys.

Another small issue that doesn't effect the machine is the programs are being spit out with 2 M9's at the coolant shutoff point. Can't locate the source of this one either
