Does anyone know what would cause a hole diameter to be cut incorrectly ( smaller )

The hole in question is supposed to have a diameter of .63" but they keep getting cut under size at .58. File attached.

You have "Stock to Leave" turned on, with a value of .02", this is likely the main cause of the issue
