Creating and using form mill to mill a boss

I'm creating a new program for an old design and during the machining of this we use a special form tool to plunge down and leave a boss inside a pocket. I've read and watched video's on creating a custom form tool, but in the tool preview the compensation point isn't where I selected and the tip isn't at zero even though the tip offset is set to 0.

 

I decided to try creating a plunge (drill) operation with it anyway but it doesn't leave the form I am trying to leave.

 

I've exported a sample file in hopes someone could help me to get this working.

Form tool do not yet support internal reliefs such as what you've modeled, and as such, it's setting the compensation point to the internal pocket. Furthermore, the Simulation isn't going to reflect what's actually going to happen, so it's limited in that regard as well. I suggest designing your form tool as such:
