Contour Ramp Issue with Constrained Tool Path

I'm using stock selection to constrain a 2D contour tool path in order to "tile" cut a piece larger than my table. 

I'm setting the ramp to 8 deg. ramp step to 0mm.

The for contours that fit entirely within the stock contour, the ramp sets up correctly.  for the piece that extends out side the stock contour (the piece to be tiled)  the ramp is crazy long/shallow.

Any reason why?
