You get this behavior only with stock contours turned on, Obviously if you turn it off there will be a massive amount of air cutting.

 

If you turn off the lead-ins in the linking tab it will fix this issue, however you cannot use In control cutter comp with this method. 

 

(If you needed to use cutter comp you could run two separate 2D contours, one to machine the flat surface, with radial stock to leave, and another just to finish the wall of the part with cutter comp turned on)
