Can't plunge outside stock

I am receiving a warning after generating toolpaths in the attached file saying "Can't plunge outside stock."

In my linking I have checked the box "Allow plunging outside stock" but still get this warning.

I've looked at several solutions to this warning, but none seem to fit or solve my issue.

I don't know the underlaying problem, but as a workaround you can set the vertival lead in radius to 2 inch or some other big value ...
