Can't pan, zoom or orbit in manufacture tab and there are two navigation toolbars in the manufacture tab

After creating a component in the design tab, I am unable to pan, zoom or orbit in manufacture tab. I am only having issues in the manufacture tab.

It has also been pointed out that I should not have two navigation bars at the bottom but I am not sure why this is happening.

I came here to question why I can no longer zoom in or out after this update and saw your post so thought I would chime in.  I don't have the second navigation bar in manufacture, but why on earth would they remove the functionality of being able to zoom in and out from the mouse?  Also when I select the "zoom" magnifying glass I can still only pan.  This is terrible for me and basically has me stuck and unable to work.  Hopefully this gets fixed, like now.

I just found that "gesture based navigation" had been turned on in preferences during the latest update.  Not sure if that will solve your problem, but unchecking that box restored my zoom functionality.
