Can you import in .dwg files and use them to build your project or is it easier to use Fusion 360 from scratch?

Yes, you can upload .DWG's and .DXF's. 

Be warned though; there can be issues with sketch recognition with uploading non-native files. Sometimes arcs become spline, close profiles may have a gap in them that is hard to find, layers are a pain. 

If you can easily start from scratch in Fusion, then do that. Otherwise, import and deal with the hassles as they pop up
