3d Adaptive clearing path takes large stepdown at random

This keeps happening with 3d adaptive cuts for me, and I'm not sure why.

With a max rough stepdown set to .06/in it will ramp down .150 and proceed to try to take a full width of cut, which does alarm the machine out and has snapped inserts a couple of times already. It happens at random in the toolpath - this last path ran for two hours without issues and then it ramps in.

Attached. It's the first path in setup2

Don't mind the rest of it, it's copy/pasted and not setup yet. (although, if you have tips on better ways to do it, I'd like to hear'm)

Might have something to do with flat area detection, as with it off the path looks fine.

It should still never go beyond Max Stepdown, though
