Is there a way to see when something was added to a picklist and by who?

There is no API per se, but some have exported the systemlog as described Export Setup Log .

If you're dong this programmatically, you can then parse the HTML and filter the data.  Specialized partners have a tool for doing this called the TenantDoc tool (it's part of the FLC toolkit).
