Picklist filter issue

I am using a WS picklist filter to reference "Change Requests" in another workspace from my "Change Orders".

 

I used to have it configured to only show non-closed requests, to make finding it simpler. I can have a lot of Change Requests, but only a few of them will be open.

 

Change Requests are closed early, changer order takes longer.

 

Now the problem is that if the Change Request is closed and I do an edit on the Change Order, it will automatically remove the Change Request.

 

Only way I can fix it is to open up the filter. Is there another way?

I see the delemma - when updating the Change Order, the Change Request is no longer Released, so it no longer qualifies for the filter.

 

How about adding another state to the change request in between "Released" and "Closed" ... say "Implementing"?  Don't close the request until the Change Order is closed, and open the filter a little to show both "Released" and "Implementing" changes.  You may need some more validation on the change order to ensure it is linked to a "Relased" Change Request.

 

Would that work?

I can see how that could work, however I strongly perfer to be able to close tickets when the related work is complete. It is fresh in the owners mind and doesn't take any time. 

 

Having to go back a week or month later just to close it is a distraction. In most cases the owner would have to re-read the related information to ensure that it can be closed.

 

Actually now that I think about it this is the same issue I have with the USERS picklist:

If a user is no longer employed at the time a ticket is edited, then the name is automatically removed. This is still a huge problem for me, and I have just not had the time to switch the 60 some places where I use USERS over to a manually controlled USERS list.

 

I know that PLM retains the label, why not just leave the label in place on an edit?
