Phantom Classifications

Does anyone know what the phantom classification is versus a standard classification? While attempting to change the classification of a working version of an Item leads to the error "Items using phantom classifications cannot be saved. Select a standard classification."

Found the issue had to do with the classification being marked phantom in the classification manager.
