Use templates in Problem Report WS

I'm thinking of creating a WS using the "Problem Report" app.  Is there a way to automatically link a copy of a template from another WS when a new Problem Report is generated?  For example, we have excel documents for 5W2H, Fishbone diagrams, action lists, etc. and I'd like for a user to be able to easily attach these templates to the problem report via a command within the problem report so the user doesn't have to search for the template.  It will also ensure the latest template is being used and they are not using an old version they have saved in a separate location.
