when i try tu create a new user, appear the follow:

Looks like you have another thread going, but wanted to follow up.  Are you still seeing this issue even after clearing the browser cache and cookies?

Yes, I try in Mozilla, and Internet explorer and the problem is same.

Can you please try the following and let me know what you see? Please go to the 'Main Menu' --> 'Administration' --> 'Data Admin' and then select the tab for 'Members and Roles'. In the Role column next to your name, are you listed as a 'Team Administrator'?

Thanks for the response. One more thing just to make sure. When you log into Fusion Lifecycle, is this what you see:

And then when you click on the three horizontal lines on the top left do you see this menu:
