What is the proper method for creating a footprint for a touchpad?
Which are the layers used?

Are these capacitive touch buttons or are they tactile click buttons? I'm not sure I understand the question but I would assume your top copper layer and a ground plane below. Unless you need a mutual-capacitance application, there is only one trace to each touch point.
