New device shows up in restricted surround on board layout

Created a new device to change IC from SOIC to SOT23-5 package.  Deleted the original device in schematic, added the new device and confirmed that all connections are correct.  As expected, when I went to the board layout, the new device was off the board; moved it onto the board.  Executed a Rip-Up All.  Air wires to new device are there, but can't be routed because it's apparently surrounded by either a Keep Out or Restricted area.  Where did I go wrong?

I might not be describing it correctly, so I thought a couple screen grabs might help.  All air wires route except those associated with this chip.

Issue resolved.  Traced it back to something that apparently didn't fully complete in creating the new device (seems some actions remove the connections between pins and pad?).  Once rectified, all works well.
