Issue connecting a MCP9600 component

Hi,

I'm trying to connect a MCP9600 component on my PCB.

In this component you have a pin called ADDR which can be connected either to VCC or GND (to simplify).

All goes well if I connect it to VCC but it refuses to be connected to GND (pin IN configured).

If I put a resistor to GND it's ok but I'd like to understand...
