How to make a circular PCB with square cutouts?

I tried the board outline tools, first I make a circle, then a 3-side of a rectangle I want to cut out, but it won't cut out the rectangle. If I close the rectangle with the 4th side, the whole board shifts to that little outline and ignores the circle.

Since trim tool does not exist you need to use arcs for that.
- Make PCB layout with circle
- Add cutouts
- Delete circle
- Connect cutouts with arcs
