Drop-in / mid mount component foot print

Hello every one

I am tring to make a footprint for a usb connector which is drop-in at the level of the board also known as mid-mount usb (see image attached below) so there must be a cutout in the PCB. I have tried to draw the cutout in the Milling layer and it worked but when i place the on the edge off the PCB but the cutout will automatically disappear or level small edge, i wonder how i can solve this problem, or may be remove the edge clearance but I also don't know how, does the drawing in milling layer must be closed or for example open square is enough.
