Device Symbol Footrpint Package exist but can not assign PADs to PINs when trying to connect

When I double click device in editor simply all the pins are unvisible. What is wrong? Second day I am fighting with simple task...part edit.png

The solution is..

click Add Part.. oh man how can anyone figure out if the symbol is created, footrpint created, Package exists that we must click Add a Part. This is very unintuitive..

Device/Add (symbol). Ensure that you have the package you want to add to selected. 

Very non-intuitive.
