Unable to rotate a part on PCB layout

I have been editing an electronic design started by someone else. I replaced a part on the schematic because the part used originally was wrong. I was able to place the part on the schematic and reroute the nets without much trouble.

 

But, after using Synchronizer to resolve the differences between the schematic and PCB, the new footprint appears in the PCB layout. I can move it, but I cannot rotate it. If I try to change the Angle value in Inspector, I get the Fusion error "Property Change Failed." If I click the Rotate icon in the op toolbar, then click the crosshair on the part, nothing happens. No error, and no rotation.

I have tried saving the design, closing Fusion, and reopening, but it doesn't change anything.

 

I am using Fusion 360 2.0.11183 on Windows 10 (19042)

Answered my own question. Fusion did not give any useful feedback about why it would not rotate the part, but the reason it would not was that I was in "push violators" mode rather than "ignore violators":

Some meaningful feedback to the user would go a long way for things like this.
