Unable to create Circular Copper

Hello,

I am trying to create a circle-filled copper in PCB electronics design. For some reason I just can not create another circle that is smaller than the big one to create a filled area. also I can not create any circle to be filled with copper. Only connected lines become filled with copper. is there a way to be able to create circular filled shapes?

attached are the photos and a test file. You will see I was trying different things to see what can get filled and what can't. In the second image, I show what I am trying to achieve, the black color is the PCB borders, red is the Copper outline and the purple is the filled copper. You can see when I tried this with lines it filled it perfectly, but with circles it just doesn't work.
