library part naming conventions

what are the conventions regarding the naming of standard parts, like resistors and capacitors in the rcl library?
for example, what do the numbers represent in C-US025-025X050?
clearly C is for capacitor, US is for the schematic symbol used in the US.
what do the numbers represent, what units are they in, and where is the decimal point?
likewise for the surface mount parts, C-USC0402 and C-USC0402K
and for the polarized (electrolytics)?
as for the resistors, R-US_0207/2V, R-US_0207/5V, R-US_0207/7
the V means it sits vertically, but i don't get the rest
the description tells me nothing - what does type 0207, grid 5 mm mean?
