Is it possible to allow Panning in 2D PCB design and Schematic Capture without grabbing the scroll bars?

When working in the 2D PCB design, is there a way "pan via drag" where the scroll bars are not used, but rather you simply click on an area of the screen, hold and drag? Think Adobe Acrobat's Hand icon. It lets you drag in all 4 directions.

Maybe something like this is already available in a ULP or command that I have just not found?

If you hold down the mouse wheel you can pan via drag.
