@sherman.eng - why do you want to make this part in Fusion?  If you already have a STEP file, why not just use that directly?  The STEP file seems like it is a decent model.

Also, you posted this in the Electronics area.  Is this specific to building an Electronics model for this, or is yours more of a general modeling (Design) question?

You shared this image of just a portion of the model.  Is that your question?  How to design this smooth flange from the pin to the case?   If so, that looks like a loft to me.  But, before we show how to model that, I'd like to better understand why the STEP file you shared is insufficient, or maybe get some better clarification on what you hope to achieve....
