Does the electronic design feature of Fusion 360 have the capability to design a flex pcb?

I hope you're doing well. There is no automated functionality to design a flex PCB. You can do it manually by using custom layers to represent the flexible parts of the PCB. So in short, it is possible but there is nothing in the software that will make it easier for you.

Perhaps a future tutorial would help users understand how to work around the limitations when it comes to designing flex PCBs.

There should be. It wouldn't be too difficult, just generate the Gerber files requested by the manufacturers, primarily the layer side-views.
