Cannot place via on board edge

I am trying to create castellation points on my PCB and I cannot get vias to go on the board edge. I set the Copper/Dimension under Distance in the DRC to 0 mil and it still does not let me place a via on the board edge.  

That's as close as Fusion will let me place the vias to the board edge.

Sorry to hear that you're having trouble.

Could you please go to the editor's bottom navigation bar to change from Push Violators to Ignore Violators and try again? Hope it helps.
